[Blogs] Why was Walthamstow AWS and Easington open?

When the NEC implements its policy deciding which constituencies should have AWS, should it also consider whether these decisions reduce the opportunities for BAME men to seek selection?
Fifteen to twenty years ago, the supporters and advocates of All Women Shortlists – and that included many of us on the left who were actually men – were concerned about the small numbers of women that were being selected as Labour Party candidates.

Part of the problem, was a feeling that when choosing between two equally qualified, and able candidates, one male, and one female, that a predominantly male party would typically choose the man, not, you understand, because ‘they’ had doubts about a female candidate, but because ‘their friends / neighbours / colleagues’ were not thought to be ready to support a woman.

There simply were not enough female MPs to point to, to show that this prejudiced view had no foundation. The goal of All Women Shortlists was to seek to redress the under representation of women in parliament as quickly as possible, thus dispelling any myths about the abilities of female MPs, and then enabling more female candidates to come through open shortlists.

Now 15 years on, we can look at a similar situation, where part of our core vote, the UK’s Black, Asian and diverse Minority Ethnic communities are seeing that they are having similar problems getting selected as Labour candidates. If addressing this situation was a serious concern of the Labour Party, why would they implement the AWS policy in such a way that it REDUCES opportunities for any BAME candidate to seek selection in an area where they may have local ties and connections, and hence have a fair chance of selection.

If there are two seats, one 97.5% white (lets call it Easington), and one 40% BAME (Walthamstow), either one of these seats could have been chosen for an AWS. You would still have at least one female MP from the pair. The GCs of both constituencies bitterly opposed AWS, though for different reasons. In London, nearly 40% of our MPs are women, much higher than in the North East. Why was Easington open, and Walthamstow AWS.

Somebody needs to explain that process through which this decision was arrived at, because the practical result of this decision, was the disenfranchisement of BAME men, again. A BAME candidate of either gender would have a chance of winning in Walthamstow, but almost no chance in Easington. A woman will obviously win an AWS. Having the AWS in Easington creates increased opportunities for both women and BAME candidates. Having the AWS in Walthamstow creates increased opportunities for women at the expense of BAME men.

And it never needed to be so. Yet this is part of a pattern. In early 2005, Copeland was open, whilst West Ham was AWS. In 2004, Normanton was open, whilst Hackney South was AWS.

This should NOT be about increased opportunities for women OR increased opportunities for BAME candidates. The practical implementation of the AWS policy should be able to create BOTH.

And that’s why Walthamstow should have been open, and Easington should have been AWS.

<A

[Blogs] Walthamstow kicks off . . . . Black men (again)

Whenever people talk about who the best candidate might be for a parliamentary selection, they talk up their local credentials. Black (African Caribbean) men have again been disenfranchised by the Labour Party with the decision to hold an AWS in Walthamstow, following on from the AWS in West Ham, and the AWS in Hackney South.

Labour has just one male African Caribbean MP (David Lammy), the same number as the Tories, and a whopping two African Caribbean women (Diane Abbott and Dawn Butler), yet Labour holds 18 of the 19 seats where African Caribbean's alone make up at least 1 in 6 of the population

[ Camberwell and Peckham - 35.2% - Lewisham Deptford - 30.2% - Tottenham - 28.6% - Vauxhall - 28.2% - Hackney South and Shoreditch - 27.8% - Brent Central - 25.9% - West Ham - 25.1% - Croydon North - 23.9% - Dulwich and West Norwood - 22.9% - Streatham - 22.3% - Hackney North and Stoke Newington - 21.8% - Southwark North and Bermondsey - 20.5% - Birmingham Ladywood - 18.6% - Edmonton - 18.6% - East Ham - 18% - Lewisham East - 17.7% - Leyton and Wanstead - 17.3% - Walthamstow - 17% - Lewisham West and Penge - 16.8% ]

No Black, Asian or Minority Ethnic woman has yet won an all women shortlist in a winnable Labour seat. Not one, in what 12, 13 years! NOT ONE. No business or public authority would be able to get away with a recruitment procedure that prevented BAME men from applying, without any improvement in the recruitment prospects for BAME women.

It is a disgrace that our Labour Party continues to implement just such a policy.

What justifiable criteria can there be for AWS in seats with high BAME populations like West Ham, Hackney South and Walthamstow, whilst at the same time having open selections in seats like Easington, Copeland and Normanton.

I am not here advocating All Black shortlists, because I think that it is important that local people should have the chance to represent their local communities. But that means local Black and Asian people too.

Nearly 40% of Labour MPs in London are women. No other major region comes close to matching this achievement. Nationally, we have just 3 African Caribbean MPs. 13 BAME MPs in total. Walthamstow should have been Open.

Since the NEC must be aware of this fact, their decision to exclude local Black and Asian men from Walthamstow must mean one of the following:

1/. Addressing gender inequality is more important than addressing racial inequality

2/. The Party just does not really care about increasing its number of BAME MPs, and is content to take the Black Vote for granted.

Enlighten me comrades, which is it?

<A

[Blogs] Councillor Bassam Mahfouz selected for Ealing Central

Ealing Central and Acton selected local Councillor Bassam Mahfouz as their PPC for the forthcoming general election.

Councillor Mahfouz, who won the most nominations from the wards, comfortably won the selection contest yesterday. He is of Lebanese heritage, and currently works for Ealing North MP, Steve Pound.

He becomes only the second ethnic minority candidate to be selected in a winnable Labour seat for the next election.
Under the new boundaries, Ealing Central will be ultra-marginal, and we will have to win it to ensure that we stay in power.

Bassam grew up and lives in Northolt. As a local resident and councillor, he is a governor at his former school St. Raphael’s RC Primary and is Chair of Governors at Mandeville Special School. Bassam is also Ealing Labour’s Spokesman on Transport & Environment.

Congratulations to him.

Ethnic minority representation has dropped down the Labour Party agenda again, and it is good to see that some opportunities still exist for BAME candidates to come through the system.

With Walthamstow likely to be an All Women Seat, what are the chances of candidates like Seema Malhotra, Sonika Nirwal or Jan Etiennes being selected there?

No BAME woman has EVER won an AWS in a winnable Labour seat.

<A

Mayor Ken Livingstone must be trembling in his seat as the Conservatives unveiled Boff, Borwick, Lightfoot and Boris as their shortlist of candidates to take him on in next year's London Mayoral election. Or is that not trembling, but hysterical laughter!! Never mind, not content with imposing Labour Donors as Tory candidates, 'Dave C the boy genius' has gone the whole hog, and come up with a new and amazing ruse to give EVERY London Labour Party member, supporter and elector a vote in deciding which one of these esteemed candidates (losers) that Ken should face.

All that remains is for us to decide which one we should all vote for!!
Boff, Borwick, Lightfoot and Boris the clown. This is the desperate depths to which Cameroon's Cornsurvateeves have sunk. A Labour donor as one of their by-election candidates and then the choice of three nobodies and a clown for their Mayoral candidate. What does it say about the desperate state of the Conservatives that they have nobody, nobody and nobody but a clown to run a great global city Like London?

Dave C did ask for our help selecting the Tory candidate. He said "Everyone on an electoral register for a London constituency as of 1st September 2006 will be entitled to vote [for the candidate].
